GP Plus Health Care Centre - Background
________________________________________________________________________________________

The GP Plus Health Care Centre is a State Government (Department for Health) project and is an integrated part of the Marion Domain development as part of the ‘State Aquatic Centre Site’ shown below.

The GP Plus Health Care Centre will reduce the reliance on the acute hospital sector and provide the inner southern metropolitan community with convenient, accessible and centrally located facilities.

Council’s role is to work with the State Government for the development of integrated preventative health services consistent with the Generational Health Review and to support the incorporation of the GP Plus Health Care Centre into the development of the Marion Domain with the State Aquatic Centre.

During December 2006 an Expression of Interest was called for the developer and financier of the FINA and GP Plus Health Care Centre components of the project. Six submissions were received and three consortia were short listed.

The GP Plus Centre service model has been developed on the basis of being client centred and will provide a broad range of services which function on the basis of a single integrated system of care. The new centre will bring together the Inner Southern Community Health Service, Southern Child and Adolescent Mental Health Service, parts of SA Dental Service and some outpatient clinics from Flinders Medical Centre.

The proposed GP Plus Centre will create the opportunity to develop new models of care that respond to the State Government’s health reform agenda so that:

  • Services are re-orientated and the reliance on hospitals is reduced
  • More ambulatory services are provided in the community
  • Services have increased capacity
  • Enhanced integration of a range of existing community services.

The GP Plus Centre will include functions that support health promotion, disease prevention, community development, early intervention, diagnostics and outpatient services. The services will include:
  • Youth health services and ‘Drop-in Centre’
  • Strategic link to GP services
  • Some GP specialist services
  • Outpatient specialist care
  • Community nursing services
  • Diagnostic services – pathology collection
  • Broad range of allied health services
  • Chronic disease management programs
  • Dental clinics and teaching facilities
  • Drug and alcohol services
  • Counselling services
  • Planned activity groups
  • Mental health services including Child and Adolescent Mental Health Services

In addition, the further development of the Doman provides an opportunity to integrate the site with the recently approved Oaklands Rail Station redevelopment creating pedestrian and cycle links and an attractive public environment. The development of the SAC and GP Plus Centre will also complement and reinforce the civic role of the Domain and specifically the public space associated with the Marion Cultural Centre.

Funding approach

This State Government project is funded by the Department for Health which provides $27 million for the delivery of the GP Plus Health Care Centre.

As part of the State Aquatic Centre development on the State Aquatic Centre Site, Council will provide the required land for the GP Plus Health Care Centre project.
