Oaklands Community Connections Project

To complement the Oaklands Crossing Project the City of Marion is working on an exciting project for Oaklands that will significantly improve connectivity to Marion Regional Centre. This project has also received Federal Government funding of $867,500 (Department of Infrastructure, Regional Development and Cities Building Our Future) through the Smart Cities and Suburbs Program.

The project will achieve multiple benefits including;

• Enhanced streetscapes

• Better pedestrian and cyclist movement

• Creation of a larger public park at Dwyer Road Reserve with new playground and amenities

• Technologies that enhance the local community and visitor experience of the project.

Council have endorsed a capital works program 2019-2022. The following projects have been identified;

May 2020 – Dwyer Rd Reserve and Diagonal Way Construction Works

Construction works will commence on the redevelopment of Dwyer Rd Reserve which will include

  • New playground facilities: climbing net, swings, combination play unit with slide
  • Nature play elements
  • 3 on 3 basketball and netball
  • Technology based interactive play equipment
  • Solar powered shelters with device charging capability
  • Asset Monitoring sensors - Smart parking, traffic monitoring, BBQ, lighting, people counting, recycling bin – this de-identified data will inform frequency of use, maintenance requirements and service delivery planning
  • Digital Interactive Kiosk – promoting local attractions, public transport schedule, events
  • Smart irrigation system with weather sensor and soil moisture probes.
  • Extensive landscaping, tree planting and turf
  • Continuous walking and cycling pathway from Oaklands Station to Crew Street
  • Commuter parking wayfinding signage
  • Creation of 7 indented car parking bays on Dwyer Rd and formalisation of 33 car parks on Diagonal Way.
  • Public art

The project scope includes the closure of Diagonal Way between No 10 Diagonal Way and Dwyer Rd to create a larger public park. Access to properties on Diagonal Way will be retained.

Diagonal Way north of the residential properties has been closed by the Surveyor General. Government Gazette can be viewed below

The contractor will be working from 7 am – 5 pm weekdays commencing June 2020 with anticipated completion October 2020.

April 2020 Project Update - Smart Parking

We are about to install sensors and electronic signage in the commuter car parks surrounding the railway station.

Our aim is to reduce the impact on residential streets by being able to communicate the availability of commuter parking – both for the off-street car parking and designated station parking.

The sensors will gather data on the availability, occupancy, length of stay, days and times of usage, enabling us to improve our service delivery to local residents.

These works form part of the Oaklands Community Connections project in which Council has invested $5 million for improvements within the surrounding area to Oaklands Crossing.

This project has also received Federal Government funding of $867,500 (Department of Infrastructure, Regional Development and Cities Building Our Future).

The contractor will be working from 7 am – 5 pm weekdays for about four weeks starting on 27 April 2020. This complies with the regulations outlined within the Environment Protection Act 1993.

February 2020 Project Update – Detailed Designs Dwyer Road Reserve and Diagonal Way

Council received a report on 11 February 2020 on the Detailed Designs Dwyer Raod Reserve and Diagonal Way

Oaklands Precinct - Dwyer Road Reserve and Diagonal Way Detail Design

That Council:

1. Notes the process of community engagement and program of works.

2. Notes the Diagonal Way road closure order has been submitted to the Surveyor General for decision as per council resolution GC1911022R14.

3. Notes detailed design drawings for Stage one (Dwyer Road Reserve) and Stage two (Diagonal Way to Crew Street).

4. Authorises tender and procurement for Stage one Dwyer Road Reserve (east of Diagonal Way) and Stage two Diagonal Way inclusive of road reserve west of Diagonal Way. Stage two works to be awarded subject to road closure gazette and finalisation of Section 270 (Local Government Act 1999) review.

5. Authorise commencement of stage two as per Oaklands Crossing Contributing works GC190326R13 be brought forward to enable award of contract prior to June 2020 subject to road closure gazette and finalisation of Section 270 (Local Government Act 1999) review. This will support smart cities funding acquittal time frames with the Federal Government.

October 2019 Project Update

Detailed designs for the Dwyer road reserve are underway with works to commence onsite in early 2020 (subject to road closure process)

Council received a report on the 22nd of October 2019 on the proposed permanent closure of Diagonal Way.
Council resolved the following:

Diagonal Way Oaklands Park Road Closure Report

That Council:

1. Notes that representations received in response to the community consultation required under the Roads (Opening and Closing) Act 1991.

2. After due consideration of the objections lodged by Mr Murphy and Mr Robinson, confirm that the matters raised do not prevent Council from proceeding with the road closure process.

3. Resolves to make a Road Process Order in accordance with the Roads (Opening and Closing) Act 1991 to close the portion of Diagonal Way Oaklands Park and merge with allotment 94 in filed Plan 147328 and more particularly delineated and lettered "A" on the Preliminary Plan PP19/0024 subject to the withdrawal of objection by APA.

4. Notifies Mr Murphy, Mr Robinson and APA of Council's decision to proceed with the road closure process.

5. Pursuant to Section 37 (b) of the Local Government Act 1999 authorises the Chief Executive Officer to enter into and sign all documentation necessary to complete the road closure process and the merger of land with allotment 94 in Filed Plan 147328.

August 2019 Project Update - proposed closure of Diagonal Way

Consultation as per the Roads (opening and closing) Act 1991 was conducted on the proposed Diagonal Way road closure.
This consultation closed 25th September 2019

July 2019 Project Update

Community consultation closed May 24th 2019 on Oaklands Community Connection to Marion Regional Centre concept, which includes Dwyer Road Reserve and proposed Diagonal Way Road Closure.

Council recently received the consultation findings June 2019 resolving the following.

That council:

1. Notes the community consultation feedback received on the concept design for the proposed Diagonal Way road closure and Dwyer Road Reserve.

2. Notes correspondence from the Commissioner of Highways, confirming Diagonal Way is issued Section 26(2) of the Highways Act 1926, currently under care and control of Council and no approval is required to commence the road closure process.

3. Authorises the commencement of the Roads (Opening and Closing) Act 1991 process to close the section of Diagonal Way Oaklands Park between the northern boundary of 10 Diagonal Way and the southern boundary of the intersection of Crozier Terrace and Dwyer Road Oaklands Park in accordance with the Roads (Opening and Closing) Act 1991 which requires:

- Preparation of a preliminary plan

- Preparation of a statement of affected parties and

- Undertaking of public consultation

4. Resolves that the road closed pursuant to the Roads (Opening and Closing) Act 1991 is to be merged with Lot 94 in Filed Plan 147328 (comprised in Certificate of Title Volume 5854 Folio 339) for Dwyer Road Reserve.

5. Notes a further report will be tabled to consider the outcome of the community consultation for the road closure and to seek authorisation to submit the documentation with the Surveyor General to formally close the road.

6. Resolves to temporarily close Diagonal Way (Section 32 Road Traffic Act 1961) for vehicle traffic as illustrated in attachment 5, until Council resolve the permanent proposal pursuant to Roads (Opening and Closing) Act 1991.
