About the Cove Civic Centre

The Cove Civic Centre is located at 1 Ragamuffin Drive, Hallett Cove and is home to a library, business hub and community spaces.

The centre provides the community with a facility that is flexible and supports a diverse range of activities, to provide meeting spaces for people to connect for learning and recreation pursuits and to support local businesses with their endeavours.

The 2000m2 building was designed to reflect the history and culture of the local community and captures the spirit of the environment and natural coastal features. Constructed over 18 months by Mossop Construction + Interiors, HASSELL was the architect for the project.

The $10 million building was funded by the City of Marion with a contribution of $3.4 million by the Australian Government under the Regional Development Initiatives Program.

Artwork: Hallett Cove - One Million Years

Hallett Cove - One Million Years is an audio visual artwork focussing attention on the action of natural forces on the environment of Hallett Cove over immense time periods. It consists of computer-controlled sound and video on a bank of six LCD screens and one projection throughout the building.

These elements will evolve over time, with little or no change perceptible if viewed for a short period, but with large-scale changes noticeable when viewed repeatedly over longer time spans. Each screen and the projection will show a component of the video image displayed at that point in time, which may for example, be a transposed image of a breaking wave at 250 times slower than normal speed.

On approaching the screens, the viewer will enter an audio 'hot-spot' in which the sound component of the artwork will be audible, with processed natural sounds and music mixed in an ambient sound scape.

The art work has been devised by Stephen Whittington, a composer, pianist, writer and music critic working with a team of artists including a visual artist (Margit Bruenner) and programmer and technology consultant, Sebastian Tomczak.

The work has been supported with funding from Arts SA Public Art and Design Major Commission funding.

Ragamuffin Drive Shared Space

The City of Marion has taken the opportunity to transform a normal street designed for cars, into a shared space by design for all users. The road was viewed as not just a physical element of the urban/suburban landscape but a space for social exchange, inviting to users and (where appropriate) encouraging people to stay.

What you see when using Ragamuffin Drive is:

  • A raised single level surface (no kerbs).
  • Different surface treatments (asphalt, concrete and pavers).
  • 90 degree parking, in various sections, with a trafficable area sufficient for two vehicles.
  • The provision of landscaped areas, including Water Sensitive Urban Design.

As a consequence, the road no longer has clearly defined areas for the cars or pedestrians, but a shared space for all modes. This was designed to create a lower speed and therefore safer environment.

In May 2015, the City of Marion and GHD received an award from the Institute of Public Works Engineering Australia (IPWEA) for “Excellence in Road Safety Engineering”
