About the lease

Meals on Wheels (SA) Incorporated is seeking a 5 year lease term with an option to renew for a further 5 years and has provided Council all relevant documentation in relation to its operation and good governance.

A report was presented to Council providing information on the proposed lease including additional information about Meals on Wheels (SA) Incorporated and its operations.

As set out in Council's Leasing and Licensing Policy, where a building is acquired by or gifted to Council, consideration is given to the terms of this arrangement when determining the annual fee.

Contribution to the ongoing repairs, maintenance and renewal costs is considered when determining the annual fee. Council has endorsed applying the minimum fee of $300 per annum plus GST (increased by CPI annually).

About Meals on Wheels (SA) Incorporated

Meals on Wheels (SA) Incorporated are a long-standing community service provider to the local community supplying meals to community members in Hallett Cove, Edwardstown and Warradale.

Services are delivered by a volunteer workforce to support members of the community to live independently through:

  • the delivery of nourishing meals to maintain health and well-being
  • offering social contact
  • recognising, responding and building people’s capacity to meet nutritional and other needs that increase wellbeing.

They express their service as “more than just a meal”.

Abpout the facility

Meals on Wheels occupy 1 Aberfeldy Avenue, Edwardstown, a facility they purpose-built at their expense on community land managed by Council. As it is purpose-built, it is in the best interest of the Meals on Wheels to ensure that the buildings are fit for purpose and maintained.

Following a Building Condition Audit in 2016, Meals on Wheels provided Council with a 10 year maintenance plan for the facility and scheduled items to be addressed. They have continued to fund all maintenance and have made various improvements since the facilities were built. Building maintenance responsibilities are clearly set out within the lease agreement.
