Smart City – Technology Trials

The City of Marion is exploring how through the use of sensors collecting data on the services provided to the community can improve the service delivery and make evidence-based decisions. The sensors are aimed to be non-invasive and will not identify individual people, preserving individual privacy.


In December 2017 Council adopted the Playground Framework to guide the future direction, provision, and management of playgrounds in the City of Marion. To ensure the best delivery of the playground works program Elected Members asked for data in relation to playground usage. A report was endorsed by the Council to enable the collection of data in playgrounds to inform future development and upgrades of playgrounds.


  • To collect data that will inform playground and open space works into the future
  • To collect data to inform the usage of other open space in the City of Marion

Technology Trial

There are currently three different technology trials to identify which data collection best suits the City of Marion needs into the future. The following companies and devices have been selected:

  • SAGE: battery sensors to monitor Jervois Street Reserve
  • Connected Parks
  • Oakvale Way Reserve: Wi-Fi sensors to monitor use of open space and play equipment
  • Cowra Crescent Reserve – gate counters
  • Hendrie Street Reserve – gate counters
  • Biba: Augmented reality markers fitted to playgrounds to enable games to be played on devices with and around play equipment.

Urban Activation Monitoring


The Urban Activation Project was established in 2017 to provide uplift to the community amenities around four commercial centres. As a part of the broader project, Keepler Analytics was selected to collect data to understand the impact of the activation program.


  • To collect data that will demonstrate the impact of the Urban Activation Projects in four locations

Technology Trial

Kepler Analytics people counting product measures trend data by connecting their device with individual blue tooth / smart devices. People without smart devices are not counted therefore this is considered trend data only. Data will be collected for two years to generate ‘before’ and ‘after’ usage data of the urban activation sites to help measure the impact of the activation program.

Trend data is monitoring:
• Foot traffic
• Dwell time
• Repeat customers

This data collection ended in November 2019. The sensors have been redeployed into another project.
